Mend Vokera Excel 80 SP Fan Seems Running

vokera pilotlight on pressure ok but no output fan seems to be running cons?

excel 80 sp no hot water or heating pilot on pressure 3 bar fan seems to be running all the time

Vokera Vokera Excel 80 SP Heating, Home Heating Systems Fan Seems Running

fan should run all the time on this boiler.
low speed when no demand, high speed when water or heating on.
could be any number of faults, first things to suspect though would be flow switch diaphragm and high limit stat.
p.s. the pressure is too high at 3 bar
