Mend Vaillant ecoTEC Boiler Heating Combi

Cannot turn heating off?

I have just moved into a house with a Vaillient combi boiler. I cannot turn the heating off by any means, I have tried holiday mode, summer mode, turning thermostat down as far as it will go.

Also the hot water supply is very poor.

Any ideas please.
