my peugeot 406 wont start (electonic imobiliser)?

went to my car the other morning ,tried to open doors with key phob ,this did not work so i had to put key in door to open it . put my key in ignition and turned the the key ,but car would not start and i noticed a yellow key on dash was on ! this was the electronic immobiliser warning light . I have had new key and new transponder arieal fitted, also new com 2000 and BSI fitted and i still have not solved the problem .. can any one help me ?

i have had lexia planet on
1 ecu locked
global scan come back pin 13 824 wier harness pin 6 c001 diagnostic connecter 16 volt nr short to postive with 6301 front n/s seat belt inmfomation
repair the loom
keep puting 824 in data base comes back no code
u1-12volt no comcation
vehicle only runs on easy start
new chip been sytnised to vehicle
orange key ligth goses off on dash board
turns over no fire
wiers not wet or green not coroeded
power from eng to bsi box
done contuty on loom from bsi box to ecu in engine bay ok
dosent blow bsi fuses
ran out of awsers hope you can help cheers

was the right comm 2000 fitted? check. was it the right bsi as well? is bsi configured correctly? are keys coded in correctly? is the bsi paired with engine ecu? is the bsi recognizing key? is engine ecu unlocking when trying to start vehicle? i think it needs all this checking on good diagnostic machine so you can see whats happening.
