Mend Ferroli Optimax HE 31c Hot Water Problem

hot water problem?

my ferroli optimax he 31c is taking obout 3minutes to deliver hot water to taps. it is struggling to reach pre set temp of 53c. sometimes flashes f 21.f 21 is not in the troubleshooting list?
