LDV 400 (1995) dashboard switch lights not coming on?

The steering lock was on and with key came off, and now the dashboard lights are not coming on and therefore the engine not turning. Was working fine till just now. The ignition barrel turnig hard. The ignition cable soemtimes shows the display lights and sometimes does not.
Checked all the fuse in fusebox, but nothing visible or blown at all.
The ignision cable is out of the housing and even turning that with a screw driver, light still NOt displayed. Pls HELP!
