Mend Peugeot 306 Rev Counter Going Gauge

Peugeout 306 - Rev counter going off gauge?

My Rev counter needle goes off the scale past the red - then seems to get stuck - the engine doesnt over rev as the garage has checked it but they have never come across this in the 20 years he has been a mechanic - any advice
