its your pump it may be stuck and can be freed or needs replacing, wiyhout doubt the pump though

Could be your upstairs are working on gravity... check your pump.

If you have zoned heating its probably a faulty motorized valve on the down stairs circuit. It'll need to be changed. Actuators burn out in them.
