Mend Panasonic AXM910 Power Turned Noise

AXM910 Has lost power - can this easily be fixed ?

DVD was turned on and there was a slight popping noise and there is now 'No Power' Local electronics repair shop said it cannot be soldered. It needs an 'IC' component. Are you able to help please?
