Mend Weil-McClain Boiler Heating System Expansion Tank

Air expansion tank is waterlogged. How do I fix it?

I have a Weil-McClain boiler system. It appears that the air expansion tank is waterlogged but the manual doesn't say how to fix this? What do I do?
