Mend Glow-worm VCW GB 242E Central Heating Boiler Plumbing

CH problem?

My boiler is VCW GB 242E. When I turn the hot tap, the burner lights on immediately. But when CH turns on, sometime it worked, but many time didn't. From outside of the house, a strange noise comes from the flue.

Please give me advise that what is going on ?
