Mend Dell New Battery Charging Laptop

New Battery only charging to 35% on Dell Inspiron Laptop?

I purchased a new battery for my Dell Inspiron 1300, but will only charge to approx 35% before orange light begins to flash. Have tried a discharge to zero % by leaving to laptop running then recharging, sometimes 30% other times 35%, this is the second battery I have tried any ideas please????
