Mend Acer Aspire 5735 Laptop

laptop wont charge?

i recently bought an acer aspire 5735,and every time i try and charge the battery or use it whilst connected to the mains it wont charge,it keeps switching between charging and not charging and the screen keeps blinking,its only a month old.can anyone help please
