how to fix the central locking problem on VW golf mk4?

when i press the button twice on my R.C.L key it will not open all doors but if i insert the key into the barrel and turn twice it opens all and when i use switch inside drivers door it opens all doors. the car is 2002 vw golf TDi any help would be appreciated.
