How do i get my toilet to stop filling up sparatically

sparodic filling: check the float is not catching on something. or it's a inlet valve fault.

I have one which has a float [like upside down cup] that rises up a ratchet type shaft and sometimes stickes closed position so preventing filling I just slide it up and down that seems to work.
