Mend AEG ADP8132 Dishwasher Error Heating

dishwasher model adp 8132 appears to only half fill then stops?

I've tried all the obvious things, cleaned the incoming filter, checked the flow of water coming in, reset the programmes. The error was discovered when the element started smelling as it was heating up with no water covering it. The problem didn't promote any error messages with the lights.
Any help will be appreciated. Thanks
