Expansion Vessel Help needed ! ?

How do you test an Expansion Vessel for faults - should there be air in there when you press the bleed nipple in the valve? with mine there isnt ! Does it matter if the vessel is mounted upwards or downwards - mine has the valve upper most ?
What is the process for putting air in and testing when the boiler heating circuit is off and the pressure is at zero ?
Thankyou very munc in advance

Thanks again for your help and patience. I will do that. Out of interest. every couple of weeks I have to top up the heating circuit due to a minor leak, which I cannot detect - would the expansion vessel be the culprit by any chance ???

the pressure vessel just inflate to 1 bar pressure with a car pump (DOES NOT NEED BLEEDING ANY MORE) (unless to much pressure applied ) this can be done providing the water pressure gauge indicates 0 (no pressure in boiler to flex diaphragm rubber )

Now repressurise the heating side using your filler loop
up to 1.5 bar pressure cold, (do not drain system as you lose inhibitor) bled the rads ,check boiler pressure again as a top up may be required
when you are happy with all rads being hot and air free
isolate the filler loop

Thanks wirecutterman appreciate your help.
Just to clarify, this can be done with the boiler still on but with the heating circuit off obviously and pressure to zero? Also, do I then bleed the vessel of all air and then pressure the system to 1/1.5 Bars with water?
Can this be done with water currently in the heating circuit albeit as described above? Or must it be completely? Thanks again

with no water pressure in the system i e 0
test the valve with a humble car tyre gauge inflate using tyre pump to 1 bar pressure about (15lbs) in psi
test valve for air LEAKS,(spit works wonders )
refill the water system to 1 to 1.5 bar pressure max.
