Dripping in toilet cistern?

I have two toilets that continue to drip water into the cistern so much so that it constantly drips out of the overflow outside.
During the cold spell the overflow outside froze causing the toilet cistern to drip inside near the handle.
I have tried to adjust the nut on the ballcock up and down however doesn't stop the drip.
Any suggestions please.
