close coupled cistern will not stop filling?

Please help, I have a close coupled toilet, the cistern will not stop filling resulting in the overflow running into the basin all the time. I have adjusted the ballcock but when it stops filling the water level drops and the filling cycle starts all over again, obviously loosing water from the cistern but I cant find out from where! Any ideas anyone!
