Mend Craftsman 4.5 hp Carburetor Plug

We have a year old craftsman 4.5 hp lawnmower cant get it to start?

We have a year old craftsman 4.5 hp lawnmower and cant get it to start? I have changed the plug but it sputters (almost a back fire sound) and doesnt even show any signs of 'catching'

ideas? is there a carb choke chain?

If it's backfiring the flywheel key may be starting to shear throwing it out of time.
