Mend Philips 28inch Picture Screen Black

tv picture dosent fit screen?

Philips 28inch widescreen tv been repaired, now i have black band either side of screen, which i did't have before. Also have problems trying to get picture to fit screen depending on how programs are broadcast. What has the engineer done wrong?
