Mend Vokera 24e Hot Heating Flames

How can I fix my 24e Maxin Vokera boiler?

I run out of hot water or the hot water does not start at all sometimes...as the heating flames within the "viewing" window are not burning. The pressure is 0.4 bar and the label says it should be between 1 and 1.5 bar.
Is this my problem and if so does anyone know how I can tweak it?
