why wont my laptop do anything ?

when i switch on all i get is a blue square with power on passcode key wrote in it . ive tryed putting the disc through it and running in safe mode , it doing nothing wont let me type any thing.my laptop is hp with windows xp . im on my pc at the moment so i could find out the problem.
