How can I fix my craftsman lawn tractor 917.258692?

I am having trouble assembling (putting back on) the electric clutch. I have a new hex bolt (150280), washer (126197X) and a washer (STD551143). It feels like the bolt is too short. I can't seem to get the groove to line up.
