Mend Hoover Windtunnel Upright Bagless

Hoover upright bagless windtunnel?

It is self propelled. However when I pull it backwards it does not engage in the selfpropelled mode.
I pulled the bottom plate off and pushed the handle forward and the wheels turned forward. But, when I pulled the handle backward it did not engage the wheels in reverse.
