Mend Hoover PFV170 Dryer Drum Filter

Hoover PFV170 Vented Tumble Dryer - drum not turning?

Filter cleaned/exhaust pipe not obstructed or kinked.
10/15 seconds after switching on the 'Filter Care' light comes on. Heating elements appear to be working but the drum is not turning. Any suggestions gratefully received. It's not immediately obvious how to open the cabinet!
