Mend Tecumseh 5 hp Hp Engine

I need to know how to set the governer on my tecumseh 5 hp engine ?

I can not get the engine to idle down properly, as I turn the idle adjustor down the engine dies. It is on a mini bike with clutch that work off the speed of the engine so i need to slow the engine down so the clutch will disengage.
