Mend Repair Tear Lining

Repair a tear in a poly-vinyl raincoat with lining?

What is the best way to go about fixing a tear in a polyvinyl chloride shell on a raincoat, that has a fleece lining?

I used super glue however built a fabric base underneath by first super gluing that, then the vinyl overlap on top. Needed much securing around the sides of the bottom which is stressed getting in and out of the car and under right arm pit area, reaching for items in the car.

I had a small (about 2 foot) rip in my lined vinyl raincoat.I fixed mine with a hot glue gun, overlapping the edges slightly. In one place I backed it with duct tape to keep it in the right place while gluing.
