Had exactly the same symptoms of not appearing to have power in it.
It turned out to be the input water valve.
Got the Hover washing machine working again with a simple bit of logic and substitution.
The Hover machine has two input valves. You need to unscrew the top cover at the back to expose them.
One is for hot and one for cold. The cold one wasn't working, and the hot one had never been used in the last 20 years as all the washs were with cold water.
So with them swapped over the machine fills with water and simply clicks in continues with its cycle..
