You are lookin in the wrong place, underneath the boiler, but toward the front sticking downwards are two Black plstic lever taps, they are quite tight to turn, but if you turn each one a Quarter turn, you will hear the boiler fill up, fill until guage is into the green sector, and the Make sure BOTH Lever Taps are put back in their original position.
To restart the boiler Press the Reset button
