Mend Macallister MCLM900 Fast Running Mower

Please can anyone help me?
I have a Macallister rotery lawn mower that will not run on a slow speed. it runs on full speed all the time, and does not make any difference when you move the lever from fast to slow. IT is only 9 months old.

Please help.
