Mend Sears 917.254940 Electrical Fuse Lawn Mower

How can I find a dead short in my Sears Mower Model 917.254940? ?

My Sears Mower Model 917.254940 has an electrical short causing the 30 Amp fuse to fail about 5 seconds after installation. All of the wiring checks out ok.

I measured 12 volts between the positive battery terminal and the frame.
