Mend Bissell 1967 Model Water 30 Seconds

Bissell shampooer model 1967?

The uphostery tool sprays water for 30 seconds and then stops, however the suction works all the time. I turn off the unit and it will spray and then stop. The carpet portion works fine. I removed the upholstery tool and water will shoot out and the small hole is not plugged. Looking for a solution and repair guide for this model.
