Mend Mercedes-Benz Vito 638

my dipped headlamps don't work?

my dipped headlamps on a mercedes vito 638 don't work.The bulbs are ok,I've replaced the fog lamp switch and I get 12v at the fuses when I turn the switch to the dipped position. Does anybody know the circuit and where the problem might be?

could be fitted with dimmed/dipped headlights and there may possibly be an electronic unit/relay that controls them-if so it could be this that needs checking out,
