Mend IQON Computer Options Work

Why cant i reboot or do a system recovery on my IQON?

I have an IQON computer and every 6 months i have to do a system recovery by pressing F10 but now it wont let me and it gives me other options which do not work even the F8 doesnt help me one bit. WHY OH WHY?
