Mend Toro Drive Belt Lawn Mower Replacement

The drive belt on my Toro front wheel drive walk behind needed replacing. I have replaced the belt, but the cable seems to be out of adjustment, and the drive now works sporadically. Did I mess up the changing of the belt? Is there a key to getting the cable working?
