Mend Shower Water Full

restricted flow?

The shower motor is working and both hot and cold water water tanks are full. The flow rate has however dropped and it would seem to be more on the cold water side as we have to reduce the thermostat to keep the temp reasonable.
There is obviously a restriction of some sort to mainly the cold but possibly the hot feed, it is not supply.
