This could be a water level switch as after the washer fills the water levelr switch is supposed to turn the water off and start the agitating. You may have a tech. sheet with this washer to run a diagnostic test.

From the minute I turn it on it agitates while it is filling up and it also spins in the spin cycle. it is a kenmore elite quiet pak II.
