12 hp Briggs?

I have 12 hp model number 283707 type 0118-01
code 91080911 briggs stratton motor that I can't get running. The timming marks are lined up, the values have clearens Intake .09 to .010, Exhaust .012
It wont start and pops in to the carb.

Sounds as if the spark is 180 degress out of phase ie it trying to fire on the exhaust/induction instead of the compression/power cycle. Hope that helps.
