ford fiesta 1.3 1992 start problems?

im having some trouble with my ford fiesta 1.3. And ive narrowed the problem down to being something with the fuel pump. Because the carbarator isnt getting any fuel, and the fuel filter isnt even gettin any either. And when i put some fuel straight into the carbarator the car started. So we checked the fuel pump, and bought a new one and tried that out too... but the car still doesnt want to start.
We also checked if the fuel pump was gettin electricity and it was.. but only 8.6 Volt. Anyone here able to help me out a bit.
