My Fabric conditioner does not work on my Zanussi FL1032/A?

When i attempt to do a wash the soap powder enters the macine for the wash but the fabric conditioner stays. I have done 2 pre washes to try and clean it out and tried to clean the inside of the compartment but that has not solved it but not sure what else to do. Please can you help
