how can i fix 0811 ford cargo hand brake thats stuck on?

Could be a sticky diaphram in the hand brake mechanism in the cab, disconnect the pipes from the mechanism in the cab and refit them the wrong way around and see if it blows air backwards into the diaphram, once you have done that take the pipes back off and refit them the correct way around and with a bit of luck you should be there. Thats th efirst thing to try before spending any money, if that doesn't work it will probably be the 4 way relief valve that blows the brakes off when the hand brake is released again they operate on a diaphram but the good news is they are not too expensive and are quite easy to fit, they are usually located in the centre of the chassis midway between the two axles.

you have let the air build upto max pressure before you have tried to take the handbrake off ? if it still not coming off after that then you need to check the brake chambers on the rear axle, if its on disc`s then there will be two if its on drums just one.
