why does the temp. in my ge arctica freezer fluctuate?

i have a ge arctica refrigerator, model #PTS25LHPARBB. The freezer temp. fluctuates from 2 deg. to 20 deg. and back and forth. Ice cream melts and the ice melts to a block of ice. The fridge. compartment also changes from 32 to 38. What to look for and how to fix.
