GE refrigerator's freezer not freezing?

The unit seems to be running but the freezer isn't freezing. The fan is blowing cool but in no way freezing. Ice maker stopped producing ice. Refrig section cool but not as cold as desired anymore. temperature settings are set to high but still no change. I removed the lower back panel and cleaned the compressor from dust/gunk but still no change. Can anyone help? I was told it may be a "control board". Those are a bit pricey and I don't want to get one if its not the solution
