Mend Briggs & Stratton Mower Starts Runs

Champion mower?

the engine is a Briggs & Stratton 3.7 it starts fine but while it runs the revs keep 'hunting' down to very low revs, I have fitted a new spark plug but the fault still occurs it appears to be running very 'rich'
help please
