Governor Spring on 17hp OHV Twin?

Where do the two springs go that are shown on the diagram link below. It is the parts 209 and 211 in this diagram. Briggs & Stratton Model 407777-0124-E1

On the largest spring, one end goes into the oblong slot on the governor arm, the other goes on the wheel that the throttle cable moves. One end of the small spring goes in the small hole of the tang on the governor arm, the other end to the hole on the part that extends from the bracket.
