Mend Panasonic PV-GS12 Play Tape

panasonic pv-gs12 won't play back?

My camera will not play back. I just have a blue screen when i rewind the tape and push play. I can not find the book, but I believe I am pushing the correct buttons. The counter does not show numbers when it is rewinding.Any ideas
