Mend Suffolk Punch 35S Start Fitted Electronic

wont start?

suffolk punch 35s, 1990, fitted a new electronic stator
new plug /cap/changed carb i have a spark and a bang
it keeps flooding ,air filter stinks of petrol ,how do you set up the carb idling speed cut out idling jet many thanks
