Mend Singer 9217 Machine Plugged Help

machine will continue to sew before foot peddle is plugged in?

Hello Please can anyone help me with my Singer Concerto 2 (9217) which has an air controlled foot peddle, The machine runs as soon as it's powered up,I looked inside the foot peddle to take the suppressor out and it only has a rubber bulb no electric parts in it. Thank you for any help
