why don,t we have any hot water?

central heating heats the radiators, but not the water. boiler to 2x 2port valves. one for rads & the other for the water. If you open the water valve manually we have all the hot water we want, but it will not open itself-it is a brand new valve. Please can you help, any advise would be gratefully accepted.
