how to test electric motor on blomberg 1501 ?

had circut board changed 1 year old, ( upgrade), now 10 year old, no movement of motor in any cycle, motor contact cleaned and new brushes fitted, meter reading on some motor cables 240v, on others cables in cycle showing 12v,motor still not working.
